He was there recognizing the possibility and value of such root names before anybody else, and took all possible actions he could to secure and develop them including paying $50,000 to ICANN for which he has received no value. Name.Space's proposal that in return for recognition of their pioneered roots, that their ".NYC" be donated to the City of New York with Name.Space simply being the initial operator of its registry services seems quite fair. This is an opportunity for your agency to be perceived as providing a level playing field, and encouraging rather than stifling individual entrepreneurial innovation. (The flip side is looking like you just rip off $50,000 which represents a substantial portion of a little guy's assets and then give the very property he was attempting to register, to ICANN's cronies. Sorry to mention it, but that's the way the story will inevitably read.) Paul is an extremely competent individual, which you know if you've met him. He and I are New Yorkers, despite the disincentives of the last few years, because of the synergy of being in a community of such talent and drive.
