 Travis , this is EXACTLY the single legitimate function of the=
 State
 according to Jefferson's formulation .  The purpose of the=
 State
 is to provide a court and a police to judge and redress=
 grievances of one
 citizen against another . 

 It is the actions which go beyond that "ensuring domestic=
 tranquility" ,
 and in particular , when the government becomes not just the=
 judge and
 the prosecutor , but the plaintiff as in drug prohibition , that=
 it 
 exceeds its necessary function .
