While it is true that no law prevents the behavior outlawed , they do deter it . Market forces and , very possibly liability , would push major retailers to have their own codes of who they would sell to , but those would only handle very obvious cases . I'm afraid Warner's answer is basically right . Most people who choose to get a gun are responsible , and as John Lott's stats show , we are safer not impeding their ability to have them . The most frightening and seductive notion is that only government employees are competent to own guns .
